Silent Hill producer says gamers can tell when a company is “just testing the waters,” so playing it safe would’ve doomed the series’ comeback

Silent Hill series producer Motoi Okamoto talks about how he sought to win back players' trust in the series.

During Japan’s CEDEC 2026 developer’s conference, Konami held a lecture titled “The Art of Producing Silent Hill.” Besides anecdotes from the development of recent releases like Silent Hill f and the Silent Hill 2 remake, series producer Motoi Okamoto talked about his approach to getting fans on board with the franchise’s “big reboot” in the first place (as reported by 4Gamer).

Okamoto says that due to Silent Hill’s long hiatus and past cancellations, its revival project started out with a fairly low level of trust from players. In order to win back this trust, he found it necessary for Konami to demonstrate that as a company, it was genuinely committed to devoting itself to Silent Hill again.

This was the number one reason Okamoto explicitly wanted to avoid what he calls a “testing-the-waters-remake” – when a company releases a remake to gauge interest and decide whether it should further invest in an IP based on sales. Okamoto estimated that with just a remake, only about half of the original Silent Hill player base, at best, would return. Interestingly, he believes that players can immediately sense when a company is merely testing the waters, and if the company is taking a wait-and-see approach, so will the players. Inversely, he believes that gamers are bound to respond positively and support a company if they can tell it’s being genuine.

Therefore, not only did Okamoto’s team decide to announce three games at once, but it also secured internal approval for them at the same time (plus the new movie) when applying for the budget for Silent Hill 2’s remake.

Anticipating skepticism and reactions like, “I bet it’s just a remake anyways,” Okamoto sought to subvert the playerbase’s expectations in a positive way, with two brand-new entries and a departure from the franchise’s usual setting. He emphasizes the role stimulating fans emotionally had in generating interest towards the project.

On a related note, the producer mentioned in December last year that his goal is to deliver at least one new Silent Hill game every year. The series’ closest release is Silent Hill: Townfall, set to launch on September 24, and given these statements, it’s possible there is more being prepared behind the scenes.
