This includes&nbsp;monetary&nbsp;subsidies aimed at improving working conditions and helping companies&nbsp;localize and publish their content overseas&nbsp;(and more recently,&nbsp;<a href=\"https:\/\/automaton-media.com\/en\/news\/japanese-government-makes-indie-game-developers-eligible-for-grants-of-up-to-60000-usd-covering-production-costs-and-promotion\/\" target=\"_blank\" rel=\"noreferrer noopener\">even&nbsp;grants aimed at indie developers<\/a>).&nbsp;However,&nbsp;it\u2019s been revealed that the frontline&nbsp;staff&nbsp;who actually&nbsp;create&nbsp;anime, manga and games are receiving a shockingly small percentage of the money.&nbsp;<\/p>\n\n\n\n<p>According to&nbsp;<a href=\"https:\/\/magmix.jp\/post\/344863\" target=\"_blank\" rel=\"noreferrer noopener\">MagMix<\/a>,&nbsp;based on&nbsp;<a href=\"https:\/\/www.meti.go.jp\/shingikai\/mono_info_service\/entertainment_creative\/pdf\/011_03_00.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">materials<\/a>&nbsp;published by Japan\u2019s Ministry of Economy Trade and Industry (METI)&nbsp;earlier this year, the domestic entertainment industry received 6.77 billion yen in subsidies (about $42.5&nbsp;million USD) in 2024.&nbsp;<\/p>\n\n\n\n<p>However, 54.9% of this total went towards&nbsp;the live-action industry, with only 12.6% and 10.7% being&nbsp;allocated&nbsp;to anime and games respectively, suggesting a significant bias. Not only that, but when looking at a breakdown&nbsp;within the anime industry,&nbsp;the&nbsp;subsidies&nbsp;primarily went towards promotion,&nbsp;localization&nbsp;and&nbsp;distribution, with actual creators receiving 0.0%. This&nbsp;means&nbsp;there&nbsp;was&nbsp;barely any&nbsp;government&nbsp;support trickling down directly to&nbsp;anime&nbsp;production staff.&nbsp;In the game industry, the percentage&nbsp;was&nbsp;somewhat higher&nbsp;at 1.4%.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"610\" height=\"232\" sizes=\"auto, (max-width: 610px) 100vw, 610px\" src=\"https:\/\/automaton-media.com\/en\/wp-content\/uploads\/2026\/03\/20260323-63817-001jpg.jpg\" alt=\"\" class=\"wp-image-63824\" srcset=\"https:\/\/automaton-media.com\/en\/wp-content\/uploads\/2026\/03\/20260323-63817-001jpg.jpg 610w, https:\/\/automaton-media.com\/en\/wp-content\/uploads\/2026\/03\/20260323-63817-001jpg-380x145.jpg 380w\" \/><figcaption class=\"wp-element-caption\">Source: <a href=\"https:\/\/www.meti.go.jp\/shingikai\/mono_info_service\/entertainment_creative\/pdf\/011_03_00.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">METI<\/a> (p.16)<\/figcaption><\/figure>\n\n\n\n<p>On the&nbsp;flip side,&nbsp;METI does seem aware that this is an issue, and the&nbsp;ministry&#8217;s&nbsp;documents&nbsp;indicate&nbsp;that&nbsp;it&#8217;s&nbsp;considering&nbsp;introducing direct support for creators. However, as&nbsp;MagMix&nbsp;points out, there is concern about whether government officials have sufficient understanding of how the industry and its front lines work in the first place.&nbsp;With how difficult it can be to even make ends meet,&nbsp;many&nbsp;anime creators have little time&nbsp;and resources&nbsp;to dedicate to applying for grants, which means that large enterprises with higher administrative capabilities get favored in the system.&nbsp;<\/p>\n\n\n\n<p>The&nbsp;Japanese&nbsp;government has set&nbsp;a target of increasing annual overseas revenue related to&nbsp;domestic content&nbsp;to&nbsp;20 trillion yen (or about&nbsp;$125.5 billion&nbsp;USD)&nbsp;by 2033, and in recent years, anime&nbsp;in particular has&nbsp;been reaching record-breaking revenue figures.
