I’ve never seen a diacritic on a consonant in romanised Japanese before – the romanisation-of-Japanese systems that use diacritics (which I think are wrongheaded cos other systems are simpler, but they’re commonly used so it is what it is) use them to indicate a long vowel sound – but I think you’ve mistranscribed 洋ゲー, which would conventionally be transcribed in those systems as yo̅ge̅
