The PC release is also worse than PH3 versions. We have to use ridiculous controller-centric combos like E+4 to open the journal, instead of just pressing J or whatever, like in older games. At the same time, PC (Steam) never received the Brilliant Sky Diner outfit. NISA did a better job at gathering up various formerly-exclusive DLCs for the west.

I’d rather wait a year and get a GOG release from PH3 and NISA.
